Gilani hopes for positive verdict on 18th Amendment

ISLAMABAD: As the nation waited anxiously for the Supreme Court judgment on the 18th Amendment to be announced on Thursday, Prime Minister Yousuf Raza Gilani said on Wednesday he hoped that it would be ‘positive’ verdict.

His hope reflected the anxiety in the country over what the verdict would entail for the balance of constitutional powers among various organs of the state, mainly between parliament and the judiciary.

Special security arrangements have been made and the court office decided to issue special passes to regulate the entry into Courtroom One where a 17-judge bench will announce the verdict.

Security cameras have been installed in the courtroom, at public entry gates and in reception areas of the Supreme Court building. Entry into the building will be allowed after frisking of people and searching of their bags and purses. No cellphone will be allowed inside the courtroom.

ISLAMABAD: Prime Minister Yousuf Raza Gilani on Wednesday said army was not being called in Karachi to restore law and order, and stressed that the political leadership was capable of addressing the issue.
Talking to media representatives, Prime Minister Gilani dismissed remarks by Pakistan People’s Party leader Nabeel Gabol of calling the army to take control of the city. Gilani said that was Gabol’s “personal view”.
“It is not the point of the view of my party,” Gilani said.
He said the army could be called in to assist the civilian government, but added that “the political leadership of the country was capable of containing the situation”.
When asked whether he had any information that the unrest in the city was being manipulated by foreign hands, Gilani said he would respond once he received a detailed report from Interior Minister Rehman Malik.
Condemning the killings in Karachi, Gilani said he had personally spoken to the stakeholders in Karachi and that efforts were underway to bring peace to the city.
To a question regarding the Supreme Court's decision on the 18th Amendment expected tomorrow, Gilani said he hoped for a positive verdict. He further said that the PPP held the court in high esteem.

ISLAMABAD: Giving voice to his government’s stand on the Supreme Court directive for a written assurance that the government will not withdraw the executive order restoring the judiciary, Prime Minister Syed Yousuf Raza Gilani in his televised address to the nation on Sunday night said: “When the prime minister says something, whether it is verbally or in writing, it ought to be respected by everyone.”

He was referring to his verbal assurance made on Thursday night in response to media reports that the government was planning to withdraw the order. He said he had denied the reports categorically.

By doing so, the prime minister simply stated the policy of his government, which was becoming clear to observers since the morning of Oct 15 when the apex court asked for the written assurance from the prime minister -- the silence and lack of action that emanated from the Prime Minister’s House on that day indicated that the PPP was about to dig in its heels on the issue and not capitulate by handing over anything in writing.

Gilani confirmed this in his speech on Sunday night.

Prime Minister Yusuf Raza Gilani on Tuesday underlined importance of Kashmir issue and condemned human rights violations in India held-Kashmir.
“We condemn violations of human rights in held Kashmir. It is an important issue and Monday’s resolution has sensitized international community on these violations,” he said in National Assembly in response to a point raised by Chairman Parliamentary Kashmir Committee, Maulana Fazlur Rehman.
He said it is for the first time that Chair Kashmir Committee is going to United Nation on this issue.The Prime Minister also expressed concerns on reporting regarding arrest of Maulana Fazlur Rehman. “What concern Maulana has raised is painful. He is honorable member of the House and Chair as custodian of the House should also take notice of it and protect rights of the members.”
He said Maulana Fazlur Rehman has been elected Chairman of Kashmir Committee unanimously by the House and he is a respectable member.

ISLAMABAD: Prime Minister Yousuf Raza Gilani said there was no clash between the government and apex court, adding that the government will stand its ground.
“October 13 will come and go. Nothing bad will happen on this day and there will be no long march,” he said.
He also announced that 10 ministries would be reduced from the federal cabinet in the coming few months.
Speaking to media representatives, he said his government would give preference to merit on all levels.
He said there was no clash between the government and judiciary and that the judiciary wanted a democratic system to flourish in the country.
Prime Minister Gilani said President Asif Ali Zardari has appointed Justice (Rtd) Deedar Hussain Shah as NAB chairman according to the constitution.

ISLAMABAD: The National Assembly saw a sharp division over the fate of former military ruler Gen (retd) Pervez Musharraf on Wednesday, with Prime Minister Yousuf Raza Gilani advising legislators to leave the former president “to himself” while opposition leader Chaudhry Nisar Ali Khan called for his trial for abrogating the Constitution twice and working against national interests.

The sitting saw a third consecutive walkout by opposition members in as many days — this time over stoppage of funds for development of the areas affected by the 2005 earthquake.

The house passed two government bills and began a debate on an adjournment motion relating to incursion of Nato forces into Pakistan, resulting in losses of lives.

After Chaudhry Nisar made a scathing criticism of Pervez Musharraf for his reported admission that Pakistan army had trained militants to fight in Indian-held Kashmir, the prime minister said: “I have told him (the opposition leader) privately, and say it again, that it will be better to leave him (Gen Musharraf) to himself.”

LAHORE: Prime Minister Yousuf Raza Gilani has said that the judiciary’s top priority is the strengthening of the democratic system and he will take “difficult decisions” if larger national interest required him to do so.
“Let me make it clear that the judiciary wants democracy in the country and its top priority is to strengthen it. We will strengthen all institutions and continue with the politics of reconciliation,” the prime minister said while talking to journalists at his residence here on Sunday.

Mr Gilani said he would take a decision in accordance with the law after receiving an “authentic and verified” list of beneficiaries of the National Reconciliation Ordinance (NRO).

“The law ministry, NAB and the establishment division are verifying the list of NRO beneficiaries. The decision will be in accordance with the law,” he said in reply to a question about the future of some ministers.

ISLAMABAD: CIA chief Leon Panetta is due to hold talks with Pakistani leaders following a report that Western intelligence uncovered a major European terror plot hatched in Pakistan, an official said Wednesday.
“Panetta will call on President Asif Ali Zardari, Prime Minister Yousuf Raza Gilani, army chief General Ashfaq Kayani and ISI chief Lieutenant General Ahmad Shuja Pasha,” a senior Pakistani official told AFP, requesting anonymity.
Talks will focus on “bilateral counter-terrorism cooperation, the Afghan situation and other regional issues,” the official said. There was no comment from the US embassy.
The spy chief's visit comes as a covert American drone war steps up missile strikes on Al-Qaeda-linked commanders in North Waziristan, Pakistan's most notorious stronghold of Taliban and Al-Qaeda linked militants.

ISLAMABAD: Speaking to media representatives in Islamabad on Monday, Prime Minister Yousuf Raza Gilani said the government will complete its five-year term.
Those talking about changes in the government will be disappointed, he said.
He said that a petition has been filed in the Supreme Court seeking deferment of the hearing in the NRO implementation case till a review of the beneficiaries' cases was complete.
Gilani further stated that he has “not received any list of NRO beneficiaries as yet”.
On questions regarding the President’s immunity, he said the matter was sub judice.
Responding to another question regarding resignations by certain PPP ministers, Gilani said “jointly we have come and jointly we will go”.

ISLAMABAD: Prime Minister Yousuf Raza Gilani said on Sunday that rewriting or amending the Constitution was the sole prerogative of parliament and not of the Supreme Court.
Talking to senior journalists and television anchorpersons, he said in what appeared to be a shift from his earlier position that he would sack all beneficiaries of the National Reconciliation Ordinance (NRO) when a list now being vetted by the law ministry was submitted to him.
He said a five-point summary signed by him would be submitted to the Supreme Court on Monday.
The prime minister said he would hold a meeting with Chief of the Army Staff Gen Ashfaq Parvez Kayani at around 2pm to exchange views on the political situation.

ISLAMABAD: In a late-night development, a group of journalists were invited to the Prime Minister’s House at short notice.
Having gathered there at about ten on Sunday night, they were told that a list of NRO beneficiaries would be released. However, an hour later they were informed that the list would not be released.

Sources in the Prime Minister’s House revealed that the government was likely to take the difficult but pragmatic decision of shedding the NRO beneficiaries working in different positions.

Gilani urges India to hold talks with Kashmiris

LAHORE: Prime Minister Yousuf Raza Gilani has urged India to hold talks with the Kashmiris, instead of using force against them.

“I condemn the killing of Kashmiris by Indian security forces. It must be stopped and the Indian government should hold talks to find a solution to the problem,” he said while talking to a group of journalists at his residence here on Tuesday.

At least 17 Kashmiri demonstrators were killed by Indian forces in Srinagar on Monday.

The prime minister said that issues were settled through dialogue, and not by force. When asked why was India not serious about resumption of peace talks with Pakistan, he said it (India) would have to hold dialogue to resolve all outstanding issues between the two countries. “War is no solution. Dialogue is the only way to improve relations.”

MULTAN: Prime Minister Syed Yousuf Raza Gilani has said that if former president Pervez Musharraf returns to the country he will be received by the chief justice because a lot of cases have been lodged against him.

Talking to journalists here on Monday after meeting PML-N leader Javed Hashmi and inquiring after his health, he said political forces would not allow derailing of democracy. He said both PPP and PML-N had offered a lot of sacrifices for democracy.

“We are in favour of democracy and Nawaz Sharif also supports democracy.”

The prime minister said there was no threat to democracy in the presence of a powerful Constitution.

He said donations of over Rs4 billion had been made to the Prime Minister’s Flood Relief Fund and the government would pay Rs100,000 to each affected family.

He said the government had asked the provinces to hold judicial inquiries into breaches in dykes and the probes were under way.

ISLAMABAD: Prime Minister Yousuf Raza Gilani has rubbished the talk of revolution and army takeover and asserted that the government will complete its five-year term despite aspersions that it has lost credibility.

“Those dissatisfied with us should wait for the next election and vote us out then,” he said while talking to reporters here on Thursday.

Ruling out the possibility of an army takeover, the prime minister asked the critics to bear with the elected government for two and a half years.

“No-one should have illusions. Neither will the army take over nor does it want to.”

ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani has reiterated the government’s commitment to ensure complete transparency in spending funds received from international donors by activating the National Oversight Disaster Management Council, Auditor General’s Office and Public Accounts Committee.
About 80 per cent of international donors have committed humanitarian aid for flood victims through NGOs or UN agencies which the government says will not serve the purpose because up to 40 per cent of funds would have to be used in consultation with these agencies.

During a meeting with World Bank Vice President Isable Gurerrero who had called on him at the PM House on Wednesday, the prime minister said Pakistan was facing the biggest human and economic crisis of its history.

ISLAMABAD: Besides deliberating on the challenges thrown up by the floods, the government intends to use the platform of Council of Common Interests (CCI) to also discuss various issues in the 18th Amendment which have been challenged in the Supreme Court, according to sources.
The CCI, which is headed by the prime minister, is meeting here on Monday mainly to discuss issues related to the flood. The chief executives of the provinces, Azad Kashmir and Gilgit-Baltistan will present their estimates of losses caused by the flood.

According to official sources, several proposals about a mechanism for distribution of relief funds are under consideration.

The federal government, the sources said, might present the model adopted for disbursements of aid among 2.5 million people displaced from Swat and other areas of Malakand division and their rehabilitation.

ISLAMABAD: A meeting of the inter-provincial Council of Common Interests (CCI) called for Monday will chart a national flood relief strategy and could revisit a stalled opposition proposal for an independent commission, Prime Minister Yousuf Raza Gilani told the National Assembly on Saturday.

Speaking in a debate on the flood devastation, he foresaw a long but a successful struggle to turn a natural calamity into what he called an “opportunity for a better reconstruction of the country”.

Apparently buoyed by a unanimous pro-democracy resolution passed by the house on Friday as a snub to perceived detractors of the present democratic system, he reiterated the 2-1/2-year-old PPP-led coalition government’s policy of national reconciliation, vowing to take along all political forces to face the situation and ensure transparency in the use of domestic resources and international aid for the relief and rehabilitation of an estimated 20 million flood sufferers.

ISLAMABAD: Prime Minister Yousuf Raza Gilani on Saturday called for an All Parties’ Conference to discuss the flood situation.
During his speech in the National Assembly, Prime Minister Gilani said the loss incurred by Pakistan due to the floods was between five to six billion US dollars and that 30 per cent of the country’s agricultural land had been devastated.
Gilani informed NA that around four billion rupees had been accumulated by September 3 in the Prime Minister's National Relief Fund. He said the floods had claimed more than 1,600 lives.
He further said that some 479 health centres were operational and providing relief to the survivors.

LAHORE: Kudos! The main leaders of the PPP and the PML-N have shown maturity by shunning their differences and joining hands to help the flood victims in all federating units of the country.
Hats off to Prime Minister Yousaf Raza Gilani and PML-N chief Nawaz Sharif who, by addressing a joint press conference in the federal capital, repelled the impression that the political leadership of the two biggest political forces of the country are trying to steel the show by going to the calamity-hit areas and trying to prove more loyal to them than the others, as several statements were made from the lower tier leadership of these political forces blaming the leaders of opponent parties of “mere photo session service” or going abroad of “personal tour” leaving the countrymen in the lurch. The two leaders agreed on moving together in the calamity-hit areas and forming a commission under the supervision of credible personalities of the country.
The names of Justice (r) Rana Bhagwandas, renowned jurist Fakhruddin G Ibrahim and Human Rights Activist Justice (r) Nasir Aslam Zahid have been made public so far.
The two leaders recognised the wrath of the floods in all parts of the country and vowed to work together for the rebuild and rehabilitate the affected people. On the occasion Nawaz Sharif said, “I have never seen floods like this before. I visited the flood-affected areas. Floods have even taken away the happiness of Independence Day. We are working to provide relief to the people and sending them food and medicines.”
