ڈھائی سالہ جمہوریت
سویرے سویرے…نذیر ناجی
بھٹو کے بعد سیاسی پنیری اگانے والے دو آمر چلے گئے۔ آخری آمر کے بعد (یا اللہ! پھر نہ کوئی آ جائے) ”ڈھائی سالہ“ جمہوریت کی جو روایت قائم ہوئی‘ اسے بدلنے کی کوئی وجہ تو نہیں تھی۔ مگر ہم خوش فہم لوگ ہیں‘ امیدیں باندھ بیٹھے کہ اب حالات بدل گئے ہیں۔ ہمارے سیاستدانوں نے کچھ نہ کچھ سبق ضرور سیکھا ہو گا۔ ان کی باتوں سے بھی لگتا تھا کہ شاید سیکھ گئے ہیں۔ انہوں نے باہمی مذاکرات‘ مشترکہ بیانات اور تحریری یقین دہانیوں سے ایسی فضا پیدا کر دی تھی کہ سیاستدانوں پر کبھی اعتبار نہ کرنے والے بھی سمجھنے لگے کہ شاید اس میں کچھ سچائی ہو۔ انہوں نے اپنی غلطیوں کا اعتراف کیا ۔ ایک دوسرے سے وعدے کئے۔ عوام سے عہد کیا کہ وہ ماضی کی غلطیاں نہیں دہرائیں گے۔ جو بھی اکثریت حاصل کرے گا‘ اسے حکومت بنانے کا موقع دیں گے اور پانچ سال سے پہلے اس حکومت کو گرانے کی کوشش نہیں کریں گے۔ غیرسیاسی قوتوں کے آلہ کار نہیں بنیں گے وغیرہ وغیرہ۔ لیکن کوئی فرق نظر آیا؟

ء میں بے نظیربھٹو شہید کی حکومت بنی‘ تو اگلے ہی مہینے نوازشریف کی طرف سے محاذآرائی شروع کر دی گئی۔ اس میں ہر ہفتے تیزی آنے لگی اور قریباً اڑھائی سال کا عرصہ ہوا تھا کہ ان کی برطرفی کا پروانہ حاصل کر لیا گیا۔
اگلے انتخابات میں نوازشریف آ گئے‘ تو چند ہفتوں بعد ہی ان کے خلاف ایوان صدر سے حملے ہونے لگے۔ کچھ دنوں بعد ان میں پیپلزپارٹی شریک ہو گئی اور اڑھائی سال کی معینہ مدت پوری ہونے تک نوازشریف کی رخصت کا بندوبست کر لیا گیا۔
پھر انتخابات ہوئے اور بے نظیرشہید وزیراعظم بن گئیں۔ دو تین ہفتوں کے بعد ہی ان کے خلاف مہم شروع ہو گئی۔ اس مرتبہ ان کے اپنے بنائے ہوئے صدر اور پارٹی کے وفادار ساتھی‘ فاروق لغاری بھی مخالفین کی صفوں میں آ گئے اور بی بی کی حکومت کو پھڑکا دیا۔
اگلی ڈھائی سالہ باری لینے کے لئے نوازشریف وزیراعظم بن گئے۔ 12 اکتوبر 1999ء کو ڈھائی سالہ جمہوریت کا ایک اور باب بند ہوا اور چیف آف آرمی سٹاف دوسرے جرنیلوں کے ساتھ خود آ دھمکے اور اقتدار پر قبضہ کر لیا۔ اس بار دونوں باریاں لینے والے وزرائے اعظم کو اقتدار کے ایوانوں سے باہر رکھنے کا فیصلہ ہوا۔ بی بی شہید پہلے ہی جلاوطن تھیں اور نوازشریف کو قید کے دوران اتنی تکالیف پہنچائی گئیں کہ انہوں نے بھی جلاوطنی کو غنیمت جانا۔
نو سال تک ان سیاستدانوں‘ ان کے ساتھیوں اور عوام نے آمریت کا عذاب بھگتا اور امریکہ کی مہربانی سے دوبارہ بری بھلی جمہوریت کا منہ دیکھا‘ تو سیاستدانوں نے ایک دوسرے سے آگے بڑھ کر جمہوریت کے گن گائے۔ ایک دوسرے کو گلے لگایا۔ ایک دوسرے کے بڑے بھائی بنے۔ مستقبل میں اپنی اولادوں کے مابین مفاہمت اور خیرسگالی کے خوشگوار نقشے دکھائے۔ عوام خوش تھے کہ اب جمہوریت کی بنیادیں مضبوط ہو جائیں گی اور ملک کو سیاسی استحکام نصیب ہو گا۔ یاد رکھنے کی بات ہے کہ سیاسی عدم استحکام ہی ملک کی سالمیت کا ضامن ہوتا ہے۔ اگر استحکام نہ رہے تو ملک کا وجود خطرے میں پڑ جاتا ہے۔ ہم اس کا عملی تجربہ کر چکے ہیں۔ ہمیں تو زیادہ ہی محتاط ہونا چاہیے۔ مگر لگتا ہے کہ ہم سیکھنے اور سبق لینے کی صلاحیت سے محروم ہیں۔

In an interview with the monthly Herald, President Asif Ali Zardari talked about disaster management in the country, on the role of military in Pakistan and rumours surrounding the current government. Following is part II of the interview.


Q. Why is there a perception that the military is not part of the government?
A. I don’t think the military can even step out without the government’s permission. Who pays the military — for the fuel they use, for the men flying helicopters? Who bought them these helicopters? Sixteen of them were given free to me last year by the Sheikh of Abu Dhabi. Some are at the army’s disposal. The army is one of our sectors. Anywhere in the world, when there is a catastrophe the marines are called in.
Q. But do the orders follow in such a way that the civilian government tells the military to go to certain areas for disaster management and not the other way round?
A. Of course, there is no other way round. This impression is again created by the 64-channel strong cottage industry surviving on one young democracy.
Q. Do you think efforts to manage and mitigate such a huge disaster would have been more effective if we had local representatives on the ground?

No institutional clash, October 13 will come and go, says PM

ISLAMABAD: Prime Minister Yousuf Raza Gilani said there was no clash between the government and apex court, adding that the government will stand its ground.
“October 13 will come and go. Nothing bad will happen on this day and there will be no long march,” he said.
He also announced that 10 ministries would be reduced from the federal cabinet in the coming few months.
Speaking to media representatives, he said his government would give preference to merit on all levels.
He said there was no clash between the government and judiciary and that the judiciary wanted a democratic system to flourish in the country.
Prime Minister Gilani said President Asif Ali Zardari has appointed Justice (Rtd) Deedar Hussain Shah as NAB chairman according to the constitution.

Govt will complete its term, asserts Zardari

KARACHI: President Asif Ali Zardari on Monday said the Pakistan People's Party (PPP) government will complete its five year term.
“Political actors are gathering together but our government will complete its term,” he said while addressing party workers in Nawabshah.
Zardari asserted that despite being targeted and cornered, the government “will continue to serve the people” and will complete its term.
Every dictator tried to harm the PPP greatly, he said, adding that Pakistan cannot afford any such misadventures. He lamented that justice was never meted out to the PPP, but said the public was always a source of strength for the party.

Govt agrees to release funds to varsities for raise

ISLAMABAD: The government agreed on Thursday to immediately release funds for a 65 per cent increase in the salary of university teachers and the Higher Education Commission (HEC) requested the Federation of All Pakistan Universities Academic Staff Association (Fapuasa) to withdraw its call for an indefinite strike in state-run universities. 
“The committee formed by the prime minister for the resolution of the budgetary crisis in the higher education sector has successfully resolved the issues under discussion. Fifty per cent salary increase and 15 per cent medical allowance will be paid to universities as additional recurring grant,” a handout said. 

Massive rehabilitation plan unveiled: Qaim Shah



KARACHI: Sindh Chief Minister Syed Qaim Ali Shah on Tuesday presided over a high-level meeting to reviewing the flood situation in the province and the relief measures taken by the government and its relief agencies. Salient features of a proposed flood impact recovery plan were also discussed. 

Adviser to the CM on Planning and Development Qaiser Bengali apprised the participants of the socio-economic impact of the unprecedented flood in the affected districts and also highlighted the proposed recovery plan. 

The chief minister told the meeting that people of Sindh were experiencing the worst-ever devastation by the floods that had caused huge losses to individual families and a big population. He stressed rehabilitation of infrastructure and the affected population on a fast track, adding that priorities would have to be set for the purpose.
